Hanoi is accelerating the development of social housing as part of its strategy to strengthen social welfare while supporting economic growth, with a target of completing and bringing 25,000 to 27,000 apartments to the market in 2026.
The target exceeds the minimum allocation of 18,700 social housing units assigned to the capital by the prime minister.
The city has approved its 2026-2030 Social Housing Development Plan, which includes 236 social housing projects.
To date, 147 social housing projects, including housing for the armed forces, have received investment approval or had developers officially appointed. The projects cover a combined area of approximately 583.3 hectares, with plans for around 132,000 apartments and an estimated total investment of VND 290.5 trillion (USD 11.10 billion).
Of these, 30 projects have already begun construction, providing approximately 24,120 apartments.
Hanoi aims to commence construction on the remaining 114 social housing projects during the second half of 2026. At the same time, the city plans to accelerate work on projects already under development, with the goal of completing foundation works on around 77 projects, enabling approximately 46,100 apartments to be released to the market.
