At about 4 pm on June 7, 2026, police officers found the 64-year-old man and and his 34-year-old son, both residents of Dang Hai 1 residential area, flying a flute kite outside their home.

The kite was about 3.2 metres long, covered in red and black fabric, fitted with a bamboo flute set comprising seven flute tubes and a two-colour LED light in red and green, and flown using fishing line.
Following verification, Hai An Ward police in Haiphong City compiled a case file and issued administrative penalty decisions against the two men for flying a kite in a no-fly zone.
Under Decision No. 18/2020/QD-TTg dated June 10, 2020, the entire area of Hai An Ward falls within a prohibited airspace zone for unmanned aircraft and other ultralight flying vehicles.
Hai An Ward police warned residents not to fly kites or use ultralight flying vehicles in the no-fly zone around Cat Bi International Airport. The act poses a potential threat to aviation safety, directly affecting aircraft take-off and landing operations, and will be dealt with strictly under the law.
