Police said floodwaters inundated roads in Muong Than Commune, isolating several households and disrupting traffic.
Local police were attempting to reach the two stranded residents, while more than 200 officers were deployed for rescue and emergency response. The operation included mobile police, traffic police, firefighters and emergency teams.
Videos shared by residents showed fast-moving floodwaters sweeping across roads, making them impassable.
Authorities urged residents to avoid flooded areas and follow official warnings as heavy rain continued.
