The plan aims to increase night-time spending by visitors to 25-30 per cent of total tourist expenditure and extend the average length of stay to 2.5-3.5 days.

Authorities plan to develop four flagship night-time economy zones, focusing on heritage and culture, entertainment, creative industries, and tourism linked to traditional craft villages and rural areas.
The city plans to establish themed night-time routes centred on cultural heritage, cuisine and entertainment, while expanding creative spaces, museums, theatres and cultural centres.
To support the strategy, Hanoi will encourage cashless payments, integrate management through the city's smart operations centre and the iHanoi platform, and develop digital maps covering night-time economy districts and services.
The plan calls for simplified licensing procedures, annual investment promotion events and new infrastructure projects to support the sector.
Hanoi will study extending weekend and holiday operating hours for Hanoi's urban railway lines and introducing additional night bus services linking key entertainment districts.
The city also plans to expand artistic lighting, permanent 3D mapping displays at major landmarks and designated outdoor performance spaces for street artists.
