Under the plan signed by Chairman of the Hanoi People's Committee Vu Dai Thang, the city will retain its 124 public upper secondary schools while investing in additional classrooms to increase capacity in the coming years.
The move is part of a broader overhaul of the public education system aimed at expanding access to education, streamlining administration and supporting national education targets through 2030.
The plan also seeks to reduce administrative units by at least 50 per cent, while maintaining specialised schools and high-quality schools operating under the city's advanced education model.
At preschool, primary and lower secondary levels, Hanoi will reorganise schools through multi-campus and combined primary-lower secondary models, depending on enrolment and location.
The city said the restructuring aims to create larger, better-resourced schools, improve management efficiency and gradually align the capital's education system with international standards.
