The requirement was set out in Resolution No. 180, issued following the government's regular June meeting and a nationwide conference with local authorities.

The ministry was also instructed to ensure schools have sufficient teachers, textbooks and essential teaching equipment before the new school year, particularly in remote, mountainous, border, island and ethnic minority areas.
In addition, it must finalise or submit criteria for recognising national-standard schools and develop pilot models for new education governance.
The ministry must work with relevant agencies to guide local authorities on recruiting and reassigning teachers, prioritising classroom positions.
Local authorities were instructed to fill all allocated teacher vacancies, review school infrastructure and ensure adequate classrooms, learning materials and safe facilities before the new academic year.
They were also instructed to strengthen measures to prevent school violence, child abuse, drug use, e-cigarette use and online risks affecting students.
The government said the opening ceremony for the 2026-2027 academic year should be held on the morning of September 5, alongside the inauguration of new boarding schools in land border communes.
It instructed local authorities to consider converting surplus government office buildings into schools or healthcare facilities where appropriate.
