The revised master plan, approved by the Ministry of Construction, outlines the development of 36 airports between 2021 and 2030, comprising 19 international airports and 17 domestic airports.
The international network will include Cao Bang, Van Don, Cat Bi, Noi Bai, Gia Binh, Ninh Binh, Tho Xuan, Vinh, Phu Bai, Danang, Chu Lai, Van Phong, Cam Ranh, Lien Khuong, Long Thanh, Tan Son Nhat, Can Tho, Phu Quoc and Con Dao. The domestic network will consist of Lai Chau, Dien Bien, Sapa, Na San, Bach Long Vi, Dong Hoi, Quang Tri, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Mang Den, Phan Thiet, Rach Gia, Ca Mau, Thanh Son and Tho Chu.
By 2030, the airport system is expected to have a combined annual capacity of more than 249 million passengers, with planned investment of about VND 577.572 trillion (approximately USD 22.1 billion).

By 2050, the network is set to expand to 37 airports, including 20 international airports and 17 domestic airports. The additional international airport will serve the Hanoi metropolitan region.
Once completed, the network is projected to handle around 533.5 million passengers a year. Total investment is estimated at VND 586.505 trillion (approximately USD 22.5 billion).
The revised strategy also calls for expanding air cargo logistics hubs at airports handling at least 250,000 tonnes of freight annually, with priority given to the Hanoi and Ho Chi Minh City regions as well as Van Don, Cat Bi, Quang Tri, Chu Lai, Long Thanh and Can Tho airports.
Aircraft maintenance, repair and overhaul facilities will also be developed at major airports with strong infrastructure and extensive international connections, including Van Don, Noi Bai, Gia Binh, Chu Lai, Tan Son Nhat and Long Thanh.
