Authorities in the Co To Special Zone, Quang Ninh Province, coordinated with passenger transport operators to arrange 18 ferry services, carrying 3,147 visitors to the mainland before the vessel ban came into force at 5 pm as part of storm preparedness measures.

Local authorities said they would maintain round the clock emergency operations, closely monitor the storm's path and remain ready to implement response measures to minimise potential damage.
Also on July 3, Quang Ninh Province Police deployed one patrol vessel and six motorboats to notify and guide fishing boats and other vessels to safe shelters.
For cargo vessels arriving from other localities whose crews were unfamiliar with local waterways, officers were dispatched directly to each vessel to provide weather updates and guide them to the nearest designated shelter.
By 4 pm, waterway police had provided nearly 1,000 vessels operating in Ha Long Bay and Bai Tu Long Bay with information on the storm's projected path, affected areas and safe anchorage locations.
