The city had disbursed more than VND 32.8 trillion (USD 1.25 billion), or 22.2 per cent of its government-allocated budget, well below its 40 per cent second-quarter target and the national average of 24.2 per cent.
The municipal People's Committee instructed departments, wards, communes and special zones to remove bottlenecks within their authority and hold agency heads accountable for disbursement progress, describing it as a key political task for 2026.
Authorities were told to speed up land clearance, resettlement, investment procedures, bidding, payments and project settlement while avoiding delays in processing completed work.
Project investors were instructed to prepare detailed monthly disbursement plans, complete payment documents promptly and accelerate construction by addressing shortages of materials, equipment, labour and site clearance.
The city also ordered agencies to closely monitor projects, reallocate funds from slow-moving projects to faster ones and use disbursement performance to evaluate agency heads.
