Vietnam streamlines 3,400 procedures and business rules

Vietnam has cut or simplified more than 3,400 administrative procedures and business conditions in a drive to reduce red tape and expand decentralisation.

Since April 2026, the government has issued 11 resolutions abolishing 56 conditional business lines, reducing their number by more than 28 per cent from 198 under the 2025 Investment Law to 142.

The resolutions also amended regulations governing 14 other conditional business sectors, while ministries and agencies issued 16 circulars to align with the reforms.

The reforms streamlined 3,466 procedures and business requirements, including decentralising 342 procedures, removing 697 procedures and 1,754 business conditions, and simplifying another 673 procedures.

According to government data, processing times have been cut by 53 per cent, equivalent to 51,247 fewer administrative days, while compliance costs have fallen by 54.6 per cent compared with 2024 levels.

The reforms are expected to save businesses and citizens around VND 23 trillion (USD 880 million) annually.

Authorities said the reductions have largely met key targets set out in Party conclusions aimed at supporting socio-economic development and achieving double-digit economic growth in the 2026-2030 period.

As of the end of May, Vietnam had 5,596 administrative procedures in operation, including 1,595 managed at ministerial level, 2,950 at provincial level and 937 at commune level.

The platform is connected to all 34 provincial-level administrative processing systems and provides online access to 4,968 procedures.

More than 1.06 million user accounts have been verified through the national population database, helping reduce paperwork requirements and improve the use of digital data in administrative services.
