The provincial People's Committee has set up a council to review the proposal before submitting it to the Ministry of Culture, Sports and Tourism.

The proposal follows a recommendation by Duc Trong Commune authorities, who argued that the waterfall no longer retains many of the characteristics that led to its designation as a national scenic site in 2000.
Known locally as O Ga Waterfall, Gougah Waterfall is located along National Highway 20 in Duc Trong Commune. The waterfall is formed where the Da Nhim River drops about 30 metres at a geological fault line.
Local authorities said the operation of Dai Ninh Hydropower Reservoir has significantly altered the area's natural hydrological conditions, with water flow over the waterfall declining sharply during the dry season.
They added that restoring the site's original landscape features would be difficult, prompting the proposal to remove its heritage designation to better reflect current conditions and support local management efforts.
Gougah Waterfall covers a protected area of more than 129 hectares and was recognised as a national scenic site by the Ministry of Culture and Information in 2000.
