The project covers around 1,700 hectares across Pho Hien, Son Nam, Hong Chau and Tan Hung wards and communes.
The project will be divided into four zones. The first, covering 411 hectares, will recreate Pho Hien's historic quarter, including streets representing Vietnam and 12 foreign countries, along with a riverside wharf and visitor facilities.
The second zone, spanning 434 hectares, will house cultural venues, an international convention centre and event spaces. The third, covering 474 hectares, will feature tourism, commercial and entertainment facilities, while the fourth will comprise ecological and recreational areas along the Red River.
Local authorities have proposed restoring historic streets linking key heritage sites while preserving long-standing longan orchards and enhancing riverside landscapes.
Hung Yen is accelerating planning, land acquisition and site clearance work for the project. Nguyen Manh Quyen, chairman of the provincial People's Committee, said it should be developed as part of the cultural industry and serve as a new growth driver for the province.
The province also plans to build hotels and accommodation facilities to support future tourism development.
The project is aimed to form part of a broader strategy to diversify tourism products, enhance visitor experiences and increase the value of cultural heritage.
Hung Yen welcomed 3.9 million visitors in 2025, including around 71,000 international tourists, generating tourism revenue of about VND 1.7 trillion (USD 65 million).
