HCM City seeks USD 367 million for high-speed rail land clearance

HCM City has requested VND 9.63 trillion (USD 367 million) from the state budget government funding for land clearance works related to the North-South high-speed railway.

In a report to the Ministry of Construction, the city said the 13.6-km section of the railway would require the acquisition of about 141.5 hectares of land and affect around 552 households and landholders, including about 200 eligible for resettlement.

The route will pass through Binh Trung, Long Truong and Long Phuoc wards, with compensation and resettlement costs estimated at more than VND 10.8 trillion (USD 411 million), covering land acquisition, property compensation and other support payments.

The Thang Long Project Management Board is selecting a consultant to prepare the feasibility study, with land clearance boundaries expected to be handed over to local authorities in the third quarter of 2027.

As a result, HCM City said it has no basis to begin compensation and resettlement work in 2026 and has therefore not requested additional state budget for that year.

Based on the project's timeline, the city has asked the Ministry of Construction to recommend that the Ministry of Finance allocate VND 9.63 trillion from state budget funding in 2027 for site clearance works.

The city said resettlement housing for affected residents is being developed under a separate project funded by the local budget.
