Hanoi-Ngoc Hoi rail line relocation proposed to support highway project

Vingroup has proposed relocating the national railway section between Hanoi Station and Ngoc Hoi to facilitate the expansion of National Highway 1A.

In a proposal submitted to Prime Minister Le Minh Hung, the Ministry of Construction and the Hanoi People's Committee, the company said the relocation would help clear land needed for the highway expansion project, which was launched on May 19.

According to Vingroup, land clearance for the existing railway corridor between Hanoi Station and Ngoc Hoi would need to be completed in 2026 to ensure the project stays on schedule.

The company proposed relocating railway operations from Hanoi Station to Ngoc Hoi, or another suitable location to be determined by the Ministry of Construction and Hanoi authorities, and completing the process next year.

Vingroup also proposed investing in several related projects under the public-private partnership (PPP) model, including temporary passenger and freight facilities at Ngoc Hoi to support the relocation.

The group also proposed realigning the Ngoc Hoi-Phu Xuyen railway section alongside the planned high-speed rail line, freeing up land for the highway project.

Vingroup also proposed new rail links between Ngoc Hoi and Kim Son to replace the existing Ngoc Hoi-Yen Vien section and strengthen connections with the national rail network.

To minimise disruption during the transition, Vingroup pledged to provide free shuttle bus services between Ngoc Hoi Station and central Hanoi until replacement railway infrastructure is completed.

The company also said it would offer employment opportunities within its businesses to railway workers affected by the restructuring of the capital's urban rail system.

Vingroup is part of a consortium selected by Hanoi authorities to develop the National Highway 1A urban corridor redevelopment project under a build-transfer (BT) public-private partnership scheme.

The project involves expanding a 36.3-km section of National Highway 1A from Kim Lien Tunnel to Cau Gie into a 16-lane transport corridor.
