Under a draft resolution released for public consultation, the city would cover 100 per cent of tuition costs for Hanoi residents enrolled in designated priority programmes, including automotive technology, information technology, nursing, pharmacy and computer programming.
Courses in beauty care, pet care, baking and beverage preparation are also included in the support scheme.
The policy would apply to students with permanent residence in Hanoi who graduate from upper secondary school or equivalent institutions and enrol in vocational schools across the city.
Support would be provided for up to two years for intermediate-level programmes, three years for college-level courses and one year for students upgrading from intermediate to college level.
Tuition support payments would be made through local ward and commune authorities at the end of each semester.
Hanoi authorities estimate around 20,000 students could benefit from the programme during the 2026-2031 phase.
