Hanoi plans administrative hub around Hoan Kiem Lake

Hanoi plans to consolidate administrative headquarters around Hoan Kiem Lake under a long-term master plan aimed at improving governance and easing pressure on the historic inner city.

Under Hanoi’s 100-year capital development strategy, the city will reorganise and centralise administrative offices to improve connectivity, governance efficiency and the symbolic role of the capital’s administrative centre.

The master plan identifies Ba Dinh and Hoan Kiem wards as the core political and administrative hub for central government institutions, including offices of the Party, National Assembly, State and Government.

At the same time, Hanoi plans to gradually relocate ministries and central agencies from the historic inner city to newly planned urban areas in Me Tri and Tay Ho Tay to ease pressure on infrastructure and public services in central districts.

According to the plan, land vacated after the relocations will be prioritised for public infrastructure projects including parks, green spaces, underground parking facilities and schools, while limiting new residential development in the inner city.

The city also plans to gradually relocate or repurpose polluting industrial facilities, infectious disease treatment centres and small universities and colleges that no longer meet planning standards.

Some inner-city universities and hospitals are expected to be converted into research centres, innovation hubs and public cultural spaces, while secondary campuses would be developed in outer urban areas to ease pressure on central Hanoi.

Under its broader urban restructuring strategy, Hanoi plans to adopt a multi-centre urban model designed to redistribute population density and infrastructure more evenly across the capital.

The strategy prioritises preservation of key historic and cultural areas including Ba Dinh, Hoan Kiem Lake and surrounding neighbourhoods, the Old Quarter, the French Quarter, West Lake and the Red River corridor.

The city also plans to reduce construction density and limit high-rise developments in some central areas to create additional land for parks, green spaces and public amenities.

Hanoi also plans to expand interconnected ecological parks and green corridors linked to natural landscapes in Soc Son, Ba Vi, Huong Tich and surrounding river and lake systems to improve urban living conditions and environmental sustainability.
