Speaking at the ceremony, Le Anh Quan, standing vice chairman of the People’s Committee of Haiphong, said the simultaneous rollout of the projects carried significant political, economic and social importance.

According to Quan, the projects demonstrate the city’s determination to accelerate key developments, expand its growth space and drive economic expansion.
The 14 projects span multiple sectors, including transport, industry, energy, culture and social welfare, with total investment exceeding VND 24.70 trillion (approximately USD 950 million).
Among the most notable projects is the Hoang Dieu Industrial Park infrastructure investment and development project.
The project covers more than 245 hectares in Gia Phuc Commune and has a total investment of over VND 3.38 trillion (approximately USD 130 million). Construction is expected to take 30 months.
The industrial park is planned as a modern, green and sustainable development with synchronised technical and environmental infrastructure.
Under the plan, the project is expected to begin attracting investors and putting infrastructure into operation from the fourth quarter of 2026. Authorities expect it to support industrial and logistics growth while helping the city achieve double,digit economic growth between 2026 and 2030.

Another major industrial project launched on the same occasion is the Binh Giang Industrial Park technical infrastructure investment and development project, invested by Kinh Bac City Development Holding Corporation.
The project spans nearly 148 hectares with total investment of VND 1.75 trillion (approximately USD 67 million). It is being developed in Thuong Hong and Nguyen Luong Bang communes within the Haiphong specialised economic zone.
The industrial park is designed as a clean and modern complex prioritising high,tech industries, electronics, telecommunications and supporting industries.
According to the investor, the project is expected to create around 10,000 jobs upon completion, contributing to the formation of a new growth hub in western Haiphong and strengthening the city’s industrial competitiveness.
Haiphong also inaugurated the Tu Minh 110kV transmission line and substation project, developed by Northern Power Corporation, with total investment of more than VND 119 billion (approximately USD 4.6 million).
The project includes 2.09 kilometres of dual-circuit 110kV transmission lines and a substation equipped with three transformers.
Completed within five months, the facility is intended to meet rising electricity demand from Dai An, Dai An Expansion, Tan Truong and Lai Cach industrial parks.
The investor said the project would help prevent overloads at regional substations, improve power supply quality and reduce electricity transmission losses.
