HCM City’s first ward launches app for pavement management

Ho Chi Minh City’s An Dong Ward has become the city’s first locality to manage temporary pavement and road use through a mobile app, with more than 90 per cent of the process automated.

The “An Dong pavement and road permit application will officially begin operating on May 15, according to the ward’s People’s Committee.

The platform digitises the entire licensing and fee collection process, including application handling, area calculation, fee determination and document drafting.

Local authorities said the system was designed to reduce staffing pressure, minimise manual errors and help prevent misconduct in the management of public spaces.

Residents can register online by scanning a QR code or accessing the digital portal, authenticate their identity through VNeID or chip-based identity cards, upload required documents and receive results via email.

The system also generates QR codes for cashless payment services.

The application is expected to improve urban order and encourage more regulated use of public spaces while shifting local governance from passive administration to more proactive urban management.

The ward has also added a feature allowing residents to use chip-based identity cards or driving licences for parking at designated roadside locations without requiring on-site attendants.

The ward’s Economy, Infrastructure and Urban Division will oversee operation of the platform and coordinate with local police to manage pavement and street order and handle violations.
