The directive was issued by the Hanoi Department of Education and Training as part of its summer activity plan for students.

Schools are still allowed to provide academic support for weak-performing students, organise retests and conduct remedial programmes for students required to repeat or improve academic performance during the summer.
However, authorities stressed that such activities must comply with regulations and must not be turned into disguised tutoring classes.
Schools are prohibited from teaching content ahead of the curriculum, organising exam preparation courses or conducting placement tests for the 2026-2027 academic year.
The department also instructed schools to strictly follow regulations on extra teaching and learning under Circular 29/2024 and Circular 19/2026 issued by the Ministry of Education and Training.
For kindergartens, schools may organise summer childcare activities based on parents’ demand, provided participation by teachers remains voluntary.
Summer tuition fees at kindergartens must be agreed with parents, approved by authorities and implemented transparently in accordance with regulations.
