The proposal was outlined in a report by the Urban Affairs Committee of the Hanoi People’s Council following a survey of parking infrastructure and the city’s transition to greener transport.
Under Hanoi’s master plan, the capital is set to have 1,960 public parking facilities, including 97 underground and 496 multi-storey car parks. However, only 72 are currently operational, while 61 are under construction and the remainder have yet to be developed.
The Department of Construction has also issued temporary licences for 200 roadside parking locations covering a combined area of 41,000 square metres.

The Urban Affairs Committee said the shortage of parking facilities had become increasingly urgent as only around 5 per cent of planned car parks had been put into operation while vehicle ownership continued to rise rapidly.
To support the rollout of the LEZ in inner-city districts, the department has proposed public investment in a number of parking projects between 2026 and 2030 under emergency construction procedures.
The proposed projects include underground car parks at Duong Thanh-Phung Hung Garden in Hoan Kiem Ward, the Vietnam-Soviet Friendship Cultural Palace in Cua Nam Ward, and a site west of Bach Thao Park in Ba Dinh Ward.
The department is also drafting plans for parking facilities at entry points surrounding the LEZ. An initial review identified 210 potential locations with a combined area of nearly 24,000 square metres within Ring Road 1.
Authorities are additionally considering traffic diversion measures that would allow commuters to park outside Ring Road 1 and use feeder bus services into the city centre, easing pressure on parking areas near LEZ boundaries.
However, the Urban Affairs Committee said the current parking system would only meet demand during the pilot phase covering 11 streets in Hoan Kiem Ward.
To support future traffic restrictions in the city centre, Hanoi should prioritise large-scale parking hubs in transition belt areas and expand park-and-ride facilities linked to public transport, it said.
