More than 650,000 Vietnamese join MLM sales industry

Vietnam had more than 652,000 multi-level marketing participants by the end of April, while industry revenue in 2025 fell 6 per cent year-on-year to approximately USD 581 million.

According to the Ministry of Industry and Trade, Vietnam’s multi-level marketing industry has gradually stabilised in recent years after weaker firms were filtered out of the market.

By the end of April, the country had 15 licensed multi-level marketing companies in operation, down by four from 2024.

The total number of participants reached 652,184 people, a decline of around 6 per cent compared with 2024. Industry revenue in 2025 stood at about VND 15.096 trillion (approximately USD 581 million), also down 6 per cent year-on-year.

Regulators said the sector’s revenue decline has continued since 2022. Tax payments made by multi-level marketing companies to the state budget in 2025 exceeded VND 2.306 trillion (approximately USD 88.7 million).

The ministry said functional foods remained the industry’s main source of revenue, accounting for around 87.7 per cent of total sales. Cosmetics contributed about 4.7 per cent, while household goods, fashion items, equipment and other products made up the remaining 7.6 per cent.

Average commissions and bonuses earned by active sellers in 2025 were about VND 11.42 million per person (approximately USD 439), equivalent to around 9 per cent of Vietnam’s average per capita income this year.

In 2025, the ministry reviewed and collected information on nine cases showing signs of criminal activity linked to multi-level marketing operations and transferred them to police authorities.

It also coordinated with local police agencies to verify 41 cases involving business models suspected of operating under multi-level marketing schemes.

Authorities have prosecuted several cases related to violations of regulations governing multi-level marketing businesses, fraudulent appropriation of assets and the use of computer or telecommunications networks and electronic means to commit fraud through multi-level marketing methods.
