Authorities said the man was riding along Tran Phu Street in the early hours of May 4 after drinking with friends when he lost control of the vehicle and hit a woman in her 70s crossing the road near April 2 Square.

The victim suffered severe injuries and later died in hospital.
The suspect’s blood alcohol level measured 268.8 milligrammes per 100 millilitres of blood, far above the legal limit, police said.
According to police, they would also step up inspections of businesses renting motorbikes to foreigners without ensuring legal requirements are met, while tightening enforcement of traffic safety violations in the area.
