Hanoi pushes for faster E10 biofuel rollout

Hanoi authorities have urged fuel distributors and retailers to speed up preparations for the rollout of E10 biofuel petrol ahead of a nationwide implementation deadline of June 1, 2026.

In a notice sent to petroleum businesses, the Hanoi Department of Industry and Trade called on companies to accelerate fuel supply arrangements, infrastructure upgrades and regulatory compliance in line with government directives on expanding biofuel use.

Under Circular No. 50/2025/TT-BCT, issued by the Ministry of Industry and Trade, all petrol meeting national technical standards for unleaded fuel must be blended into E10 from June 1, 2026 for use in petrol-powered vehicles nationwide.

Authorities said central agencies were expanding domestic ethanol production capacity to ensure adequate blending supply while addressing regulatory issues involving testing laboratories, tax policy and technical standards.

Licensing procedures for blending stations are also being accelerated, with administrative processing times shortened and import conditions for ethanol eased to support early deployment of E10.

The Hanoi Department of Industry and Trade urged fuel wholesalers and distributors to make E10 available across their networks before the deadline, ensure product quality and origin, and support retailers on transport, storage and sales requirements.

Retail fuel businesses were told to prepare transport and storage facilities for E10 distribution and comply with sourcing and sample-retention rules for inspections.

Businesses encountering difficulties during implementation were asked to report issues to the Ministry of Industry and Trade and Hanoi authorities for timely resolution.
