Traffic police said the incident occurred at about 5.30 am on May 4 on Lang Ha Street, when a Howo truck released a large amount of mud onto the road surface.

Authorities issued violation notices to both the driver and the vehicle owner, with total penalties of VND 34.5 million (approximately USD 1,330).
The driver also had two points deducted from his licence, while the vehicle owner had the vehicle’s technical safety and environmental protection inspection certificate suspended for two months.
Police said the mud spill created hazardous conditions for road users. Traffic was diverted while authorities coordinated with sanitation and construction units to clear the site.

At the station, the driver said he had been transporting mud from the Giang Vo Lake project when the rear section of the vehicle ruptured, leading to the spill.
Investigators found that although the truck had been covered, it still allowed material to fall onto the road. The vehicle was also found to have cargo bed dimensions that did not match its registered technical specifications.

Traffic police have urged transport operators to comply strictly with covering requirements and regularly inspect vehicles to prevent similar incidents and ensure road safety.
