The proposal was discussed on May 3 during a site inspection by Hanoi Party Secretary Tran Duc Thang at the Seraphin waste-to-energy plant in the Xuan Son solid waste treatment complex in Tung Thien Ward.
The Xuan Son landfill has received waste for around 20 years and has caused severe pollution for residents in the former Son Tay Town and Ba Vi District.
Developer AMACCAO Group has proposed restoring the landfill by incinerating buried waste and transforming the former disposal site into green parks and themed public spaces.

The project would cover about 186 hectares, including the existing landfill and the entire 500-metre environmental impact zone surrounding it, with total investment estimated at VND 2.3 trillion (USD 87.45 million) under a build-transfer contract model.
City leaders backed the proposal in principle and assigned relevant agencies to guide the investor through the necessary procedures.
The Seraphin waste-to-energy plant, developed by Seraphin Green Environment Technology JSC, an AMACCAO affiliate, has a treatment capacity of 2,250 tonnes of waste per day and installed power capacity of 37MW, with total investment of more than VND 4.855 trillion.
The plant began receiving household waste on May 1, 2025, and started supplying electricity to the national grid on July 1, 2025.
Officials said the facility is Vietnam’s first large-scale waste-to-energy project fully invested in by a domestic enterprise.
During the visit, Thang said the Seraphin project had helped process a significant share of the capital’s waste using modern technology and that the landfill restoration proposal aligned with Hanoi’s environmental goals.
He also urged AMACCAO to maintain environmental standards during operations and continue improving working conditions for employees.
