The scheme, approved by Deputy Prime Minister Ho Quoc Dung under the public telecommunications service programme to 2030, will run from April 30 to December 31.
Eligible beneficiaries include poor and near-poor households that have not previously received state-funded devices, including support under the “Waves and Computers for Children” initiative launched in 2021.

The government said the programme is intended to expand access to digital services, improve connectivity for disadvantaged groups and support broader socio-economic development, national defence and security objectives.
Alongside device support, the programme aims to expand mobile and fixed broadband coverage to underserved areas, including remote ethnic minority and mountainous communities, coastal and island communes, and offshore marine platforms.
Authorities also target universal telecommunications support for eligible low-income households nationwide seeking broadband internet or mobile services.
Priority institutions such as kindergartens, schools, commune health stations and designated digital support centres in disadvantaged areas will also be eligible for subsidised broadband access.
In addition, the programme seeks to provide maritime mobile telecommunications support to all Vietnamese fishing vessels operating offshore that require the service.
