The policy applies to undeveloped plots being used as interim public green spaces, which must meet standards on landscaping, sanitation and public security.
At some centrally located sites, including plots on Nguyen Du and Chu Manh Trinh streets, the parks will remain only until the land is handed over for project implementation.

Municipal authorities said site managers may maintain the parks through socialised funding, lawful internal budgets or sponsorship from businesses and organisations.
Relevant agencies have been tasked with overseeing maintenance, legal compliance and funding arrangements.
Earlier this year, 11 vacant plots across the city were converted into temporary public-use spaces ahead of the Lunar New Year holiday, including several in prime central locations.
The sites have been repurposed as mini parks, public squares, landscaped gardens, parking areas and other interim community facilities while awaiting permanent development.
