The Ministry of Construction Vietnam has submitted a proposal to the prime minister to revise the national airport system plan for 2021 to 2030, with a vision to 2050.
The revision focuses on adding two new airports, Mang Den and Van Phong, while upgrading Quang Tri Airport from category 4C to 4E to meet future demand.
Under the proposal, Van Phong Airport would be built in Van Thang Commune, about 65km from Nha Trang. The project is planned entirely on coastal waters, covering around 497 hectares, marking a new model of aviation infrastructure in Vietnam.
The airport is expected to meet 4E standards, with capacity projected at 1.5 million passengers per year by 2030 and rising to 2.5 million by 2050. Total investment is estimated at about VND 9.214 trillion (approximately USD 370 million).

If completed, it would become the first airport in Vietnam constructed on water. Similar models already exist globally, most notably Kansai International Airport, built on an artificial island in Japan at a cost of around USD 20 billion.
