Ho Chi Minh City approves Thu Thiem admin hub plan

Ho Chi Minh City has approved a new administrative centre in Thu Thiem, designed to serve up to 15,000 people daily, including civil servants, residents and visitors.

The municipal People’s Council on April 18 passed an investment policy for the project, which will include a central administrative complex and a major public square.

The project carries a total investment of nearly VND 29.6 trillion (approximately USD 1.18 billion) and will be developed under a public private partnership model using a build transfer contract. It will cover 46.7 hectares and is scheduled for implementation between 2026 and 2028.

The complex is intended to form a modern, centralised administrative and political hub, accommodating between 6,000 and 8,000 officials and public employees. It is expected to handle around 1,500 to 2,000 daily visits from residents and business representatives through a streamlined one stop service system.

Alongside administrative functions, the project will include cultural and community facilities. These feature a theatre with around 2,000 seats for events, and a landscaped central lake park with public works such as monuments, fountains and grandstands, capable of hosting between 1,000 and 3,000 visitors per day. The site is expected to employ around 1,000 staff, with each worker serving between 25 and 50 visitors on average.

The central city square is designed to accommodate large scale events, with a capacity of approximately 268,000 people for political gatherings and up to 500,000 for cultural festivals. The main ceremonial area will include a grandstand with about 5,600 seats, along with designated sections for coordinated displays and standing participants, ensuring compliance with technical standards.
