Vietnam PM meets Russian President, deepens strategic ties

Leaders agree to expand cooperation in energy, technology and trade during Moscow talks.

Prime Minister Pham Minh Chinh met with Russian President Vladimir Putin in Moscow on March 25, as part of his official visit to Russia, with both sides pledging to deepen their comprehensive strategic partnership.

President Putin described Vietnam as a sincere friend and a key partner in the Asia-Pacific, reaffirming Russia’s commitment to strengthening bilateral ties across all sectors, including emerging areas such as green energy, digital transformation and high-quality workforce training.

He also congratulated Vietnam on the success of its recent political milestones and expressed confidence in the country’s long-term development goals.

PM Chinh conveyed greetings from senior Vietnamese leaders, including Party chief To Lam, and reaffirmed Vietnam’s consistent policy of valuing its traditional friendship with Russia.

Both leaders welcomed the positive momentum in bilateral relations, highlighting steady growth in trade, regular high-level exchanges and expanding people-to-people ties, including rising tourism and education links.

They agreed to strengthen political trust through continued exchanges at all levels and to enhance cooperation mechanisms, while exploring new frameworks to support long-term collaboration.

Economic, trade and investment ties were identified as key pillars, with both sides aiming to remove bottlenecks related to institutions, payments and transport, while diversifying markets and supply chains.

Energy cooperation remained a central focus. President Putin highlighted progress towards a project to build the Ninh Thuan 1 nuclear power plant in Vietnam, describing it as a future symbol of bilateral friendship and a contribution to energy security and sustainable development.

The two sides also agreed to expand cooperation in oil and gas, science and technology, innovation and infrastructure, including advanced fields such as biomedicine and aerospace.

On people-to-people ties, both countries pledged to facilitate travel and increase scholarships for Vietnamese students in Russia, while Moscow will consider visa exemptions for Vietnamese citizens.

The meeting concluded PM Chinh’s four-day visit, during which both sides set out a long-term vision to elevate relations and contribute to regional and global stability.
