Vietnam, Russia PMs witness nuclear power cooperation deal

Prime minister Pham Minh Chinh held talks with his Russian counterpart Mikhail Mishustin in Moscow on March 23, with the two leaders witnessing the signing of a nuclear power cooperation agreement.

At the talks, both sides reaffirmed the importance of the Vietnam-Russia comprehensive strategic partnership and agreed to strengthen cooperation across key sectors including trade, investment, energy and technology.

Mikhail Mishustin welcomed Pham Minh Chinh and the Vietnamese delegation, expressing appreciation for Vietnam’s reception during his visit in January 2025 and highlighting Russia’s view of Vietnam as a leading partner in the Asia-Pacific region.

Pham Minh Chinh congratulated Russia on its socio-economic achievements and reaffirmed Vietnam’s foreign policy of independence and diversification, describing Russia as a reliable friend and key partner in Europe.

The two leaders reviewed progress in bilateral ties, noting continued growth in cooperation across areas such as trade, energy, oil and gas, education and people-to-people exchanges, alongside strengthened political trust.

They agreed to promote dialogue, expand delegation exchanges and enhance cooperation in sectors including agriculture, transport, logistics, science and technology, culture and tourism.

Both sides pledged to deepen economic ties, effectively implement the free trade agreement between Vietnam and the Eurasian Economic Union, and further open markets and encourage bilateral investment.

Energy cooperation, particularly in oil and gas, was highlighted as a traditional pillar of the partnership, with both sides agreeing to expand collaboration in new, clean and renewable energy.

The two prime ministers also welcomed the signing of an agreement on cooperation in building a nuclear power plant in Vietnam, describing it as a significant step in peaceful nuclear energy development and a potential new symbol of bilateral ties.

Additional agreements in energy and transport were signed between businesses during the visit, aimed at strengthening cooperation and supporting energy security.

Both sides agreed to boost cooperation in science and technology, including information technology and artificial intelligence, and expand research collaboration.

They also emphasised the importance of education, cultural exchanges and tourism, with Russia describing Vietnam as a popular destination for its citizens and calling for measures to facilitate travel and people-to-people ties.

Following the talks, the two leaders witnessed the signing of the nuclear power cooperation agreement between the two governments.
