According to a report on the capital’s master plan with a 100-year vision, the city aims to reorganise its network of higher education institutions, with several universities expected to move from inner-city locations.
Under the plan, major teaching activities will gradually shift to newly developed university clusters and research centres outside the urban core, forming future university hubs.
Universities and colleges will be redistributed to cities within the capital and satellite urban areas, with western Hanoi, centred around Hoa Lac Hi-Tech Park, designated as a key development hub. Large university complexes are planned in Hoa Lac-Xuan Mai, Thach That, Son Tay and Soc Son.

New university campuses will not be built in the central urban area. Institutions with well-developed facilities may remain but could be repurposed for advanced training, research, technology transfer and start-up activities.
Main campuses, practice facilities and student dormitories are expected to move to new sites outside the city centre, particularly for universities with limited land or outdated infrastructure.
Land vacated in the inner city will be repurposed for public uses such as education, public space or research and innovation activities.
The plan also proposes developing several national key universities and upgrading major institutions into high-quality training centres with regional and international standing.
Authorities also aim to merge, consolidate or dissolve smaller and less effective institutions to improve efficiency across the higher education system.
