The project will be funded by nearly CAD 516,685 (about VND 9.29 billion) in non-refundable ODA from Canada through the United Nations Development Programme.
The initiative focuses on strengthening local capacity to respond to climate change, improving disaster risk management and promoting sustainable development models suited to local conditions.
Of the total funding allocated for this year, nearly VND 4.2 billion has been carried over from the 2025 budget.

The provincial People’s Committee has assigned the Department of Agriculture and Environment to lead the implementation of the project in accordance with regulations governing the management and use of ODA funds.
Local authorities also require the department to coordinate with relevant agencies to ensure the project is implemented on schedule and achieves its intended goals.
According to provincial leaders, the project aims to enhance the resilience of coastal communities against increasingly visible impacts of climate change, helping protect local livelihoods while promoting sustainable development in the province’s coastal areas.
