Hanoi considers electric boat pilot for Huong Pagoda

Hanoi authorities are considering a pilot programme allowing electric boats to serve tourists at the Huong Pagoda Festival in 2026, part of efforts to promote greener transport.

The proposal was put forward by the Hanoi Department of Construction following discussions with authorities in Huong Son Commune, the Huong Pagoda Tourism Services Cooperative and TMT Motor Corporation.

Deputy director Dao Viet Long said the parties had agreed to study producing around 20 electric boats with capacity and speeds similar to traditional rowboats, while ensuring minimal impact on water traffic and the surrounding environment. Charging stations are also being considered.

According to TMT Motor Corporation, a 12-seat electric boat would cost about VND 950 million (about USD 36,000), a 15-seat vessel around VND 1.03 billion (about USD 39,000), and a 30-seat boat about VND 1.514 billion (about USD 57,000).

The company had previously proposed installing electric motors on traditional rowboats, but the parties failed to reach agreement on technical standards, operator requirements, speed limits, safety regulations and fire prevention measures.

The Huong Pagoda Tourism Services Cooperative has since signed a contract with Cuong Quy Shipbuilding Co. to build 20 new electric boats, with the first six expected to be delivered before March 24, 2026.

The Department of Construction has asked the Hanoi People’s Committee to allow the registered and inspected boats, operated by licensed drivers, to be piloted during the 2026 Huong Pagoda Festival.
