HCM City aims to break ground on Ring Road 4 in May

Ho Chi Minh City aims to start construction of the Ring Road 4 project on May 19, in line with directives from Prime Minister Pham Minh Chinh to accelerate key national transport schemes.

The municipal People’s Committee has instructed the Department of Construction to complete appraisal and approval of the project’s feasibility study and finalise investment procedures to meet the target date.

Authorities were also told to speed up other major transport projects. For the Ho Chi Minh City-Moc Bai Expressway, the Department of Finance must complete investor selection in April, ensuring compliance with regulations and preventing bid-rigging or improper subcontracting.

For projects already technically open but still under completion, including a 14.7-km elevated section of Ring Road 3, the city’s transport management board has been ordered to operate round-the-clock construction shifts and mobilise maximum resources to ensure quality, safety and environmental standards.

The Department of Agriculture and Environment has been tasked with working with localities to complete site clearance and hand over remaining land for Ring Road 3 and expressway projects in March, ensuring resettled residents receive housing equal to or better than their previous homes.

The city also directed relevant agencies to secure sufficient supplies of stone, sand and fill materials for projects due for completion this year, prioritising nationally significant works.

Ring Road 4 will span 159 kilometres across HCM City, Dong Nai and Tay Ninh, with preliminary investment of VND 120.4 trillion (USD 4.59 billion).

Earlier, the prime minister urged Ho Chi Minh City and several provinces to expedite approval of feasibility studies for major expressway projects and seek to commence construction around May 19.
