In a directive issued by the Government Office, Chinh instructed provincial authorities to focus on handling the aftermath of the February 27 blaze and to ensure safety, healthcare and necessary support for affected tourists.

He also called for a swift investigation into the cause of the fire and strict action against any organisations or individuals found to have violated fire safety or inland waterway transport regulations.

Authorities were told to suspend vessels that fail to meet safety standards and to report the inspection results to the prime minister by March 3.

The Ministry of Culture, Sports and Tourism was tasked with reviewing safety management in tourism, particularly waterway services, and proposing stronger oversight measures, with a report due by March 10.

The fire broke out on the wooden tourist vessel Signature QN-7269 near Co Cave in Ha Long Bay on February 27. The 48-seat boat was carrying 41 people, including 28 foreign tourists, two Vietnamese passengers and 11 crew members.

All passengers and crew were safely evacuated and reported to be in stable condition.

The Ha Long Bay-Yen Tu World Heritage Management Board said tourism activities, including sightseeing and overnight cruises, have continued as normal since the incident.
