The plan covers the lower Ha Thanh River basin, including the Quy Nhon area and former Tuy Phuoc District, and aims to fundamentally curb annual flooding and minimise storm damage.

Between 2026 and 2030, the province will roll out structural and non-structural measures to remove flow bottlenecks. Key works include completing embankments along the Cat and Cay Me rivers and building the Huynh Mai flood corridor to ease pressure on the Ha Thanh-Truong Uc river system.
This year, authorities plan to relocate 75 households encroaching on dyke corridors, dredge key river channels and build a left-bank embankment on a Ha Thanh tributary to protect nearby residential areas.
From 2027 to 2030, the province will complete the Cat and Cay Me dyke systems and construct the Huynh Mai corridor to divert Kon River flows from An Thuan Dam directly into Thi Nai Lagoon.
Another major component is a flood-overpass bridge on Dien Bien Phu Street, replacing an existing road-cum-weir structure to ensure safer and more sustainable flood discharge.
Local authorities have pledged to dismantle all illegal structures encroaching on dykes, embankments and riverbeds, vowing not to legalise past violations or allow new ones.
More than VND 280 billion will be allocated in 2026, with the remainder earmarked for the 2027-2030 period.
