Homeowners on Street 4 told Dantri Newspaper that damage began appearing while the Bcons Polaris and Picity Sky Park projects were under construction nearby.
Le Van Tai, 46, said representatives from the investor, Bcons PS Real Estate Joint Stock Company, and an insurance firm surveyed and recorded the condition of his house on March 17, 2023, before construction began.
He said cracks started appearing on the ground and mezzanine floors around July 2024. Over time, the ground floor began to bulge in the middle while sinking along both walls. Tai also said dust from the construction site entered his home, forcing his family to temporarily suspend its clothing business.

After he complained, the construction side sent staff to inspect the property and said it would consider assistance after the project was completed. Tai said the damage worsened by late 2025, but negotiations remained unresolved.
During discussions, site managers proposed repairing the floor and asked him to provide a quote. Tai estimated the repair cost at about VND 145-180 million (about USD 5,577-6,923). The company later suggested re-tiling using tiles from the project, but Tai said he refused because the colour was unsuitable for his business.
At a meeting on November 19, 2025, Tai said construction representatives argued there was no basis to link the damage to the project and proposed hiring an independent expert to determine the cause.
Neighbours report similar damage
Next door, Le Duy Linh said cracks continued to appear even after contractors had previously filled and repainted parts of his walls.

Cao Thanh Hoang, another resident, said his home suffered more severe damage, including cracked and bulging floors that prevented doors from closing properly. He said long cracks have spread from the first to the third floor, tiles have peeled off, and a gap of about 8cm has appeared where his wall is separating from the neighbouring property.
Hoang said the damage began in late 2024 and believes the Picity Sky Park construction is responsible.
Dantri reporters observed that the two apartment projects sit next to each other and are only a few metres from the affected homes. Bcons Polaris is in its handover phase, while Picity Sky Park remains under construction.

Authorities advise residents to take legal action
The Di An ward People’s Committee said it had instructed relevant departments to document the situation and convened meetings with residents and project representatives.
In complaints involving the Bcons Polaris project, the ward said the parties have failed to reach an agreement, and residents were advised to seek resolution through the courts under the Civil Procedure Code.
In Hoang’s case, the ward said it had invited the investor and contractor of Picity Sky Park for discussions, but the parties have not agreed on the cause or proposed remedies.

A representative of Bcons told Dantri the first complaint was received on October 19, 2025, while the project’s basement construction was completed on May 20, 2024.
The company said it sent technical staff to inspect the site and found no basis to conclude the cracks were caused by construction. It said the project complied with technical standards and safety measures for neighbouring properties.
Bcons said it had offered two options to support residents: re-tiling floors using tiles available from the project, or covering labour costs if homeowners purchased their own tiles.
Dantri said it contacted Kim Son Investment Hotel Joint Stock Company, the investor of Picity Sky Park, and Construction and Design Joint Stock Company 1 (Decofi), the contractor, but had not received responses.
