
Under the proposal submitted to provincial authorities, the tours would use three panel traditional sailboats, a local craft capable of sailing against the wind. Three vessels are currently undergoing trial runs along the shoreline, attracting interest from residents and visitors.
The proposed route would cover about 12 kilometres, departing from a passenger pier near Ha Long 1 Market in Hong Gai Ward, passing Cot 5 Beach and returning to the starting point. Operators plan to run six one hour trips per day, with each boat carrying up to 12 passengers and two crew members.
The consortium said the tours would offer a distinctive and affordable experience, help extend visitor stays and support year round tourism. A small kiosk would be set up to provide information on routes, schedules and ticketing.
The project prioritises the employment of local workers, helping shift livelihoods from nearshore fishing to tourism. Crews would wear traditional attire, and sailboat captains would receive professional training.
If approved, the service could begin operations in early 2026. The firms have also proposed waiving Ha Long Bay entrance fees for this tour, citing heritage preservation objectives, while limiting vessel numbers to ensure effective management.
