Hydropower firm fined for land handover violation

A hydropower company in Vietnam’s central province of Quang Ngai has been fined VND 700 million (USD 26,615) for starting construction on a project site before the land was formally handed over.

According to the Quang Ngai Provincial People’s Committee, Song Lien Hydropower Co Ltd began building a water conduit for the Song Lien 1 Hydropower Project on nearly 14 hectares without receiving the site on the ground.

Local authorities approved a land lease for the project in June 2025, but the company moved ahead with construction before land handover procedures were completed, the decision said.

The firm was ordered to complete all required procedures for official land handover and to remedy the violation within 10 days.

Song Lien Hydropower Co Ltd was previously fined VND 90 million in 2023 after its contractor dumped more than 13,000 cubic metres of soil and rock from the project into a river during construction.
