Quang Ninh tops Vietnam’s regional growth rankings in 2025

Quang Ninh led Vietnam in regional economic growth in 2025, as six provinces and cities recorded GRDP expansion of more than 10 per cent, driven largely by industry, services and foreign investment.

According to the General Statistics Office under the Ministry of Finance, provincial and municipal Gross Regional Domestic Product (GRDP) growth in 2025 ranged from 5.84 per cent to 11.89 per cent, with most localities expanding by more than 7 per cent.

Quang Ninh ranked first nationwide with GRDP growth of 11.89 per cent, followed closely by Haiphong at 11.81 per cent.

In Quang Ninh, growth was fuelled by the Quang Yen coastal economic zone, the Thanh Cong Viet Hung automobile industrial complex, and foreign direct investment projects in Dong Mai and Hai Ha industrial parks. Haiphong, meanwhile, benefited from large-scale projects by the LG Group and the VinFast automobile manufacturing complex.

Other high-growth localities included Ninh Binh, Phu Tho, Bac Ninh and Quang Ngai, all posting GRDP growth of between 10.02 per cent and 10.65 per cent.

These provinces share relatively strong industrial and service foundations, along with effective institutional reforms, improved investment and business environments, and more efficient governance.

“Mobilising internal resources alongside attracting and effectively using investment capital, especially foreign direct investment, has been a key driver behind the high GRDP growth rates,” the General Statistics Office said.

Hanoi ranked 16th nationwide with GRDP growth of 8.16 per cent, while Ho Chi Minh City placed 21st with growth of 7.53 per cent.

At the lower end of the scale, several localities recorded growth below the national average, including Vinh Long, Thai Nguyen and Tuyen Quang, with rates ranging from 5.84 per cent to 6.4 per cent, largely due to structural and location-specific constraints.

By economic region, the Red River Delta remained the country’s main growth engine, with GRDP growth estimated at 9.74 per cent, higher than the national average, and contributing 36.41 per cent to overall growth, the largest share among all regions.

This performance underscored the role of major economic centres, manufacturing and modern services, and the spillover effects from leading provinces and cities such as Hanoi, Haiphong, Bac Ninh and Quang Ninh.

The northern midlands and mountainous region recorded estimated GRDP growth of 8.53 per cent, while the north-central region grew by about 8.37 per cent. The south-central coast and Central Highlands posted combined growth of around 7.74 per cent.

The south-east remained Vietnam’s largest economic region, with GRDP growth estimated at 7.98 per cent and accounting for 31.4 per cent of national growth, supported by its concentration of industrial, service, logistics and financial hubs.

The Mekong Delta recorded GRDP growth of about 7.24 per cent, contributing 8.39 per cent to overall growth. While less dynamic than some other regions, its performance remained stable, reflecting an economy still largely anchored in commercial agriculture, agro-processing and intra-regional logistics.
