Mai Hong Dang, chairman of Phan Son Commune, said the incident occurred on Dai Ninh Pass along National Highway 28B.
The bus, carrying a group of tourists, was travelling from Phan Thiet to Dalat when a rock fell from the bed of a materials lorry, shattered its windscreen and struck two passengers.
A 57 year old Russian national seated at the front died at the scene. Another passenger sustained serious injuries and was taken to Bac Binh Thuan General Hospital.
The lorry driver left the scene after the incident. Police have launched an investigation.
