According to the Trade Remedies Authority of Vietnam (TRAV), the products under investigation are truck tires for multi-axle vehicles, including freight wagons, buses, electric vehicles, dump trucks, trailers, and semi-trailers. These pneumatic rubber tires have rim diameters ranging from 17.5 to 24.5 inches and are classified under HS codes 4011.20.100.0 and 4011.20.900.0.
The petition was filed by filed by a group of companies, including Belshina, Omskshina, Cordiant, and Nizhnekamsk, and the investigation was launched on November 7, 2025.
The EAEU reported that tire imports from Thailand and Vietnam increased 2.6 times between 2022 and 2024, while their market share in overall EAEU consumption grew 2.4 times during the same period. Imports relative to domestic production also surged 2.8 times.
The petitioners allege that the growth of imports, priced lower on average than EAEU-produced tires (except in 2023), has negatively impacted key production, economic, and financial indicators of the EAEU’s domestic tire industry over the periods 2022 - 2024 and April 2024 - March 2025.
The EAEU notice further states that truck-tire production in Thailand and Vietnam is largely export-oriented, and the combined production capacity of the two countries significantly exceeds the EAEU’s market demand. Vietnamese producers are reportedly planning to increase production capacity by an additional 1.4 million units, potentially further expanding export supply.
The EAEU also cited recent trade remedies imposed by the United States, Brazil, South Africa, and Egypt, as well as the US Section 232 investigation under the Trade Expansion Act of 1962 on tires from Thailand and Vietnam, as factors that could redirect export flows to the Eurasian market. Based on these considerations, the EAEU has alleged dumping margins of 24.17 per cent for Thailand and 19.59 per cent for Vietnam.
The investigating authority warned that companies failing to provide requested information, submitting incomplete or inaccurate data, or missing deadlines could face preliminary or final determinations based on adverse facts available (AFA). Such determinations often result in high anti-dumping duties.
The Trade Remedies Authority of Vietnam recommended that producers and exporters involved in the case urgently follow the required procedures, provide the requested information, and submit complete responses to the questionnaire if selected as mandatory respondents. They should also file requests for public hearings within 45 days and monitor case developments. Furthermore, they should familiarise themselves with EAEU regulations, procedures and investigation processes.
