Tran Duc Chung, chairman of the Lung Cu Commune People’s Committee in Tuyen Quang Province, said the restriction is in place from November 21 to December 2. Only electric carts and the commune’s managed motorbike taxi group may travel from the Border Guard Station to the tower.

The measures align with Tuyen Quang’s plan for the 11th buckwheat flower festival and the launch of its 2025 tourism brand identity.

Authorities are urging transport operators and visitors to follow the rules to ensure smooth festival operations and traffic safety.

The peak buckwheat blossom season has attracted large crowds, leading to heavy congestion on several routes, including National Highway 4C and Tham Ma Pass, where vehicles have moved slowly and some visitors have had to walk.

Tham Ma Pass faces serious congestion due to the large number of visitors on November 14, 2025.

Accommodation in Dong Van, Lung Cu and Lo Lo Chai is also in high demand. Tourists are advised to book early and begin their journeys ahead of peak hours to avoid delays.
