HCM City targets 90 per cent hi-tech waste treatment by 2030

Ho Chi Minh City plans to treat 90 per cent of its household waste using advanced technologies by 2030, but legal and administrative challenges remain.

HCM City targets 90 per cent hi-tech waste treatment by 2030 - 1

HCM City generates around 14,000 tonnes of household solid waste daily

The city currently produces around 14,000 tonnes of household solid waste each day. This includes 10,500 tonnes from the former city area, 2,400 tonnes from the former Binh Duong area, and 1,100 tonnes from the former Ba Ria-Vung Tau area.

Although 99.3 per cent of this waste is collected and treated, around 60 per cent is still processed through sanitary landfilling. Only 40 per cent is treated using modern methods such as incineration, composting or recycling.

Under the new plan, over 90 per cent of the waste would be treated with advanced, eco-friendly technologies by 2030. However, progress has been hampered by several obstacles.

A key issue is the lack of clear legal frameworks. The 2020 Law on Environmental Protection does not specify technical or economic standards for sanitation services, nor does it outline funding mechanisms, making it difficult to develop and implement pricing strategies.

In addition, differences in waste management systems across newly merged administrative areas have led to fragmented and inconsistent implementation.
