According to the Quang Ninh Economic Zone Authority, the project spans over 244 hectares and is scheduled for completion within nine years, with a maximum operational term of 70 years. Over 182 hectares of land will be allocated for key functional areas, including a casino, hotels, luxury villas, tourist services, parks, and water-based amenities.

Once completed, the development is expected to become a world-class destination featuring high-end tourism, resort, and entertainment facilities, with key offerings such as casino operations, real estate, hotel services, and premium resorts. However, casino operations, particularly pilot programmes allowing Vietnamese citizens to gamble, will only proceed once all legal requirements are met.

The project received official approval in principle from Deputy Prime Minister Tran Hong Ha earlier this year. The provincial economic zone authority has been tasked with preparing housing and social infrastructure plans for the project's future workforce.

In May, Quang Ninh's People's Committee approved a list of 259 non-budget investment projects to be promoted between 2025 and 2030, covering a total of nearly 21,000 hectares.

The list includes eight golf course projects covering 2,200 hectares with a combined estimated investment of over VND 13 trillion (approximately USD 510 million). The largest of these is the Ha Loan Island golf course in the former Cong Hoa Ward of Cam Pha City, with a planned area of 951 hectares and a total investment of VND 1.2 trillion (approximately USD 47 million).
