
A powered paraglider encounters a take-off failure on Bai Chay Beach in Ha Long City, Quang Ninh Province on June 19.
The Department of Culture, Sports and Tourism of Quang Ninh Province has imposed an administrative fine of VND 21 million (approximately USD 825) on Hi Sky Chi Linh Co., Ltd. for violations involving powered paragliding (paramotor) activities at Bai Chay beach.
According to the investigation, the company failed to meet safety requirements for designated landing and take-off areas for powered paragliding at the beach.
In addition, the beach site used by the company did not meet flat-surface requirements for conducting such sports activities.
On June 19, a video clip widely circulated on social media showed a powered paraglider encountering a take-off failure on the beach in Ha Long City, Quang Ninh Province.
The footage shows the paraglider, carrying a pilot and a tourist, accelerating on a sand strip used as a makeshift runway before crashing into a group of beachgoers, including children. The paraglider then flipped over.
The video revealed that the flight took place in a crowded area, with no clearly marked safety boundaries separating the flying zone from the public swimming area.
Earlier, on the afternoon of June 15, another incident occurred at the same location, where a paraglider lost stability and plunged into the sea amid a crowd of swimmers. Fortunately, no injuries were reported.
