The Ecological Urban Area project east of Hoa Lu City covers 163 hectares across Ninh Khanh Ward and Ninh Khang communes.
Around 21 hectares will be for terraced houses, 18.1 hectares for villas, 0.3 hectares for resettlement housing, 3.5 hectares for mixed-use apartments, 11 hectares for social housing, 2.9 hectares for commercial services, 3.7 hectares for themed parks, 16.5 hectares for water surfaces, and 3.3 hectares for parking.

The project is set to deliver over 7,660 houses, including more than 1,700 terraced houses of 4 to 6 storeys, nearly 450 villas of 3 to 5 storeys, 1,600 commercial apartments and over 3,800 social housing apartments.
The project is expected to be carried out between 2025 and 2032.
In September 2024, Ninh Binh authorities approved the zoning plan for an integrated eco-tourism and resort project in Quang Lac Commune, Nho Quan District. The project spans approximately 475.8 hectares and is expected to accommodate around 20,000 residents.
