According to the Hung Yen People's Committee, Pho Hien, once one of Vietnam's most bustling international ports during the 16th and 17th centuries, is a testament to a prosperous era. However, after centuries of historical upheaval, this valuable cultural heritage is at risk of fading into obscurity.

The proposed restoration is seen as a vital step in preserving and revitalising Pho Hien's cultural significance while paving the way for sustainable development across the province.

The project will span several wards in Hung Yen City, totalling over 1,700 hectares in land area.

Beyond conserving existing communal houses, temples, pagodas, and churches, the project aims to authentically reconstruct the old urban space once known for vibrant international trade. The historic Xich Dang Port, old homes, and a fusion of Eastern and Western architectural styles will be recreated, blending traditional charm with contemporary life.

With its advantageous location, less than 70 kilometres from Hanoi and situated at the heart of the Red River Delta, Pho Hien holds vast potential for attracting domestic and international tourists. Authorities see this as a golden opportunity for Hung Yen to elevate its status on Vietnam's tourism map alongside renowned destinations like Hoi An, Hue, and Hanoi.

Once completed, Pho Hien is expected to become a national and international cultural-historical landmark. Hung Yen Province is also preparing to nominate Pho Hien for UNESCO World Heritage status, aiming to boost its global recognition and tourism appeal.

The project is expected to generate stable employment for at least 10,000 local workers, stimulate service and commerce sectors, enhance living standards, and significantly contribute to the state budget through tourism revenue and related economic activities.

In early April, Deputy Prime Minister Mai Van Chinh instructed the Ministry of Culture, Sports and Tourism to lead efforts, working closely with relevant ministries, to develop concrete solutions for project implementation.

The restoration plan is divided into four main zones, including the 399-hectare core area featuring a reconstructed international trading port, a vibrant night economy, and multicultural pedestrian streets; a 427.5-hectare festival zone which would be the central hub for cultural, festive, and conference activities; a 467-hectare performance and service zone dedicated to large-scale live performances and tourism services; and a 415.1-hectare ecological riverside zone offering agricultural experiences and riverside relaxation.

Adding to the immersive experience, the project includes 4,000 paddle boats and 100 two-storey traditional wooden vessels, recreating the historic trade fleet that once welcomed merchants from 12 nations.

The total investment for the project is estimated at VND 47.241 trillion, with a 10-year implementation timeline from 2025 to 2035.
