Heavy rain pounded Vinh City from Sunday evening, submerging many streets by 20-60cm under water as of 7.30 am on Monday morning.

The flooding caused traffic congestion on some streets including Truong Chinh, Ly Thuong Kiet, and Phan Boi Chau during the morning rush hours.

Some mountainous districts of Que Phong, Quy Chau, Quy Hop also saw heavy rains on Sunday, causing widespread landslides.

Que Phong District authorities have evacuated 16 households from a landslide prone area. National Road 48 has also been blocked due to a landslide, while local officials reported landslides in 38 different areas in the district.

Typhoon Soulik, the fourth storm to enter the East Sea this year, has left five people dead or missing after hitting in central Vietnam last Thursday, according to the Ministry of Agriculture and Rural Development.

The storm brought heavy downpours which have caused widespread flooding and landslides the northern central and central regions. Schools were closed in many districts in Thanh Hoa and Ha Tinh provinces on September 23 to ensure safety.
